Taylor J. Swift Promoted to Director of Government Capacity

POPVOX Foundation is pleased to announce the appointment of Taylor J. Swift as the new Director of Government Capacity. In his new role, Taylor will spearhead initiatives to assist government agencies in recruiting, training, and retaining a skilled, diverse workforce and in developing resources and tools that enhance and streamline workflows.

His commitment to improving the workplace for Congressional staff and his mentorship of emerging leaders have already made a significant, positive impact,” said POPVOX Foundation Cofounder and Executive Director Marci Harris. “Taylor has played a critical role in helping Congress improve its workplace conditions, including recent policy changes to help create the House Intern Resource Office as well as bringing Congressional pay and personnel policies more in line with the private sector. Taylor’s extensive experience on Capitol Hill deeply informs his approach to supporting our legislative staff, which is vital for enabling Congress to better serve the American public," Harris added.

Taylor joined POPVOX Foundation in October 2023 as Deputy Director of Governance and Innovation. Previously, he served as a senior policy advisor at Demand Progress, where he concentrated on enhancing Congressional transparency, efficiency, capacity, and modernization. His background also includes a tenure at the House of Representatives Democratic Caucus, focusing on key issues such as Congressional modernization, budget, appropriations, education, labor, environmental, and tax policy.
