POPVOX Foundation Encourages the House to Create a Chief Data Officer, A Joint Committee on Continuity, and Simpler House Schedule When Adopting Rules for the 119th Congress

At the start of each new Congress, the party in the majority of the House has the power to shape priorities and introduce both operational and institutional reforms through the House rules package. On the first day of a new Congress, the House of Representatives convenes to adopt a rules package through a resolution.

POPVOX Foundation’s report, “119th House Rules Recommendations,” provides several proposals that emphasize technological and operational advancements for House lawmakers to consider to help redefine the House’s capabilities to serve constituents and fulfill its Article One mandate. The top three recommendations are to:

  1. Establish a Chief Data Officer

  2. Establish a Joint Committee on Continuity

  3. Simplify the House Schedule

POPVOX Foundation's recommendations take into account the impact of the Supreme Court's 2024 decision in Loper Bright Enterprises v. Raimondo, which overturned the Chevron doctrine. This ruling is expected to significantly strain Congressional capacity and necessitates that the House strengthen its ability to conduct regulatory oversight and draft legislation with clear intent.
